21世紀初起，生物科技發展神速，大幅度改善了醫療，延長了人類的壽命。但全球各國至今尚未有統一的監控，結果引起一連串醫療事故和抗藥惡菌等問題。種種問題惹來社會各界關注，聯合國帶頭擬定監管生物科技研究和發展的國際公約。
與此同時，先進機械人的發展步伐越來越快，其中日本更是機械人科技的領導者，發明了更耐用以至跟人類仿真度極高的機械人，壟斷了由家居以至軍事用途的機械人市場。由於這些科技被視為人類的威脅，聯合國以對待生物科技的同樣態度，於2067年建議訂定監控機械人科技的條約。
From the beginning of the 21st century, the progression of bio technology has evolved drastically to improve human life spans and medical treatments. However, with no global guidelines on safety, there have been set backs such as the creation of dangerous viruses and medical accidents.
